Una de las características centrales del capitalismo está representada por su constante expansión hacia zonas “marginales” del sistema donde yacen “recursos naturales”, mano de obra y posibles mercados. Dentro del orden colonial/imperial contemporáneo tales expansiones pueden garantizarse mediante la intervención militar, la utilización de mecanismos de chantaje por parte de los organismos económicos globales, o bien a partir de discursos y prácticas que movilizan imaginarios de la “buena vida moderna”. En las últimas décadas estos ciclos expansivos en los territorios periféricos del sistema mundo moderno/colonial se han encarnado a través de la idea/fuerza de desarrollo, proveyendo así un marco para la solidificación de las dinámicas del capital que se desenvuelven sobre las bases de la colonialidad del poder en tanto base estructuradora de las relaciones sociales en América Latina. En este sentido y desde este marco, este trabajo analiza las dinámicas que han seguido los programas desarrollistas en los territorios del Chaco central, a la vez que visualiza las prácticas de apropiación y resistencia de las comunidades indígenas de la región ante tales programas. Prácticas que han sido caracterizadas bajo el apelativo de posdesarrollo.
One of the central features of capitalism is represented by its continued expansion into “marginal” areas of the system, in which are found natural resources, labor and potential markets. Within the contemporary colonial / imperial order, such expansion can be guaranteed by military intervention, the use of mechanisms of blackmail by global economic organizations, or from discourses and practices that mobilize an imaginary “good modern life.” In recent decades these expansive cycles in peripheral territories of the modern/colonial system have been incarnated through the ideas/strength of development, thus providing a framework for the solidification of the dynamics of capital, which operate on the basis of the colonialism of power as a base structuring the social relations in Latin America. In this sense and within this framework, this paper analyzes the dynamics that have been followed by the developmental programs in the territories of central Chaco, while displaying the practices of appropriation and resistance of the indigenous communities in the region to such programs. Such practices have been characterized using the term “post-development”.
