Abstract

"W 1997 r. Polacy mogli dwukrotnie uczestniczyć w powszechnym głosowaniu. Zanim zakończyła się kadencja sejmu wybranego w 1993 r., który jako pierwszy w dziejach III Rzeczpospolitej pracował przez cztery lata, odbyło się referendum. Zadecydowano w nim o losie nowej konstytucji, uchwalonej przez Zgromadzenie Narodowe 2 kwietnia 1997 r. Referendum to, przeprowadzone na zaledwie cztery miesiące przed wyborami parlamentarnymi, stało się szczególnym rodzajem prawyborów, w których scena polityczna podzieliła się na dwa wielkie obozy polityczne: zwolenników i przeciwników nowej ustawy zasadniczej."(...)
