Desempeño del gobierno electrónico en las entidades federativas mexicanas.-Edición Única

Abstract

El estudio presenta un marco de referencia de métricas para la evaluación del desempeño de los programas de gobierno electrónico. A partir de dichas métricas se construye un índice global de desempeño del gobierno electrónico en las entidades federativas mexicanas. La metodología sugerida puede sentar las bases para una evaluación periódica que permita establecer un proceso de mejora continua, que a su vez permita dar seguimiento a los programas de e-gobierno. La evaluación incorpora factores que determinan las condiciones propicias o la â01Ccapacidadâ01D para la adopción del e-gobierno, dado por condiciones económicas, de desarrollo humano y de infraestructura; así como una evaluación realizada sobre los sitios de gobierno en la búsqueda de características específicas, mismas que son deseables en la provisión de información y servicios a la ciudadanía.
