Abstract

Title: User participation for people with a developmental disability Introduction/background: User involvement is a central value and a legal right in health and care services. For people with developmental disabilities, there is often a need for extensive facilitation to ensure that their participation is genuine. Social educators play an important role in supporting users to express their own wishes and needs, enabling them to make decisions based on their own abilities. However, organizational frameworks and professional culture can make this a challenging practice. Purpose: The purpose of this thesis is to explore how social educators can facilitate user participation for people with developmental disabilities, with particular emphasis on competence, relations, and the organization of services. Method: This thesis is a literature review based on five qualitative peer-reviewed research articles. The articles were selected through systematic searches and analyzed using Aveyard’s model for thematic analysis. Results: The findings show that there are three recurring themes: organization, competence, and user participation. User participation is affected by the structure of the service, the attitude of the service providers, and their ability to facilitate communication and participation. The service user is rarely directly involved in the research, which helps emphasize the need to support the user’s own voice in practice. Conclusion: The social educatoprs play a huge role in facilitating user participation for people with developmental disabilities. To achieve this relational competence, professional judgment and an awareness of ethical obligations and legal rights are required. User participation must be individually facilitated and supported by the service providers and the organizations around them. Tittel: Brukermedvirkning for personer med utviklingshemming Introduksjons/bakgrunn: Brukermedvirkning er en lovpålagt rettighet og en sentral verdi i helse- og omsorgtjenestene. For personer med utviklingshemming er det ofte et behov for omfattende tilrettelegging for at brukermedvirkningen skal bli reell. Vernepleiere spiller en viktig rolle når det gjelder å støtte brukeren til å uttrykke egne ønsker og behov, slik at de kan ta beslutninger ut ifra egne forutsetninger. Organisatoriske rammer og profesjonskultur kan allikevel gjøre dette utfordrende i praksis. Hensikt: Hensikten med oppgaven er å undersøke hvordan vernepleiere kan tilrettelegge for brukermedvirkning for personer med utviklingshemming, da med særlig vekt på kompetanse, relasjon og tjenestenes organisering. Metode: Oppgaven er en litteraturstudie basert på fem kvalitative, fagfellevurderte forskningsartikler. Artiklene er valgt gjennom systematiske søk og er analysert ved hjelp av Aveyards tematiske analysemodell. Resultat: Funnene viser at det er tre temaer som går igjen; organisering, kompetanse og brukerrepresentasjon. Brukermedvirkning påvirkes av tjenestens struktur, tjenesteyterne sine holdninger og evnen deres til å tilrettelegge for kommunikasjon og deltakelse. Tjenestemottakeren er sjelden direkte involvert i forskningen, noe som er med på å understreke behovet for å støtte brukerens egen stemme i praksis. Konklusjon: Vernepleiere spiller en sentral rolle i å fremme brukermedvirkning for personer med utviklingshemming. For å få til dette kreves det relasjonskompetanse, faglig skjønn og en bevissthet om etiske forpliktelser og juridiske rettigheter. Brukermedvirkning må tilrettelegges individuelt og støttes av tjenesteyterne og organisasjonene rundt dem.
