Abstract

In the early 1970s it was apparent that Lake Mjøsas environmental condition was worsening. During the Mjøsa-action (1973-1980), several pollution control measures were established to reduce emissions from industry, agriculture and the population in the Mjøsa-region. The measures resulted in a reduction in phosphorous input, the main reason why the algae growth had gotten out of control, of about 60%. The Mjøsa-action was at the time and has later been viewed as a success. However, the pollution problems later appeared to be successive in nature, and other forms of pollution such as environmental toxins and munition gained focus in environmental protection authorities and the monitoring program. This thesis addresses three aspects of Lake Mjøsas modern pollution history, and studies how Lake Mjøsas health has been researched, recounted and realized in the period after the Mjøsa-action. The thesis theme illuminates a part of Lake Mjøsas environmental history that is so far unexplored. Lake Mjøsas environmental history has previously been told as part of Norwegian post-war history, in studies of how pollution cases were framed, and nature became politicized. By telling Lake Mjøsas modern pollution history, the thesis follows up on previous research and expands the picture of Lake Mjøsa as an environmental historical field of research. The thesis studies a process in which the image of Lake Mjøsas health is created, and how it is in change. This is done by expanding the environmental historical concept of scientification. The scientification of nature is nature as it is mapped out and researched by professionals as a prerequisite for making it part of politics, and by extension, of a common view of nature. Scientific reports are studied as the first step in this process. Changes as mapped out through research is later recounted through press coverage, and Lake Mjøsas condition as it is conveyed through newspaper articles is viewed as the second step in the process and studied in detail. How the recounting affects a common understanding of Lake Mjøsas health, is a central theme of the thesis. To explain how Lake Mjøsas health is realized, the thesis makes use of survey data. The different aspects are mapped out individually, before being linked together in the thesis final discussion. By approaching a larger process through three different aspects, through different sources and methods, the thesis broadly encompasses and describes changes over time, through a theme that as so far has remained unexplored.

På begynnelsen av 1970-tallet var det tydelige tegn på at det sto dårlig til med miljøtilstanden i Mjøsa. Under Mjøsaksjonen (1973-1980) etableres en rekke forurensningsbegrensende tiltak for å redusere utslipp fra industrien, jordbruket og befolkningen i Mjøsregionen. Tiltakene førte med seg en reduksjon i fosfortilførselen, hovedårsaken til at algeveksten var kommet ut av kontroll, på ca. 60%. Mjøsaksjonen ble i samtiden og for ettertiden sett på som en suksess. Forurensningsproblemene viser seg å være tilbakevennende, og andre forurensingsformer som miljøgifter og ammunisjon får med tiden økt fokus i miljøvernmyndighetene og overvåkningen. Denne oppgaven tar for seg tre aspekter ved Mjøsas moderne forurensningshistorie, og studerer hvordan Mjøsas helse er forsket frem, formildet og forstått etter Mjøsaksjonens slutt. Oppgavens tematikk belyser en del av Mjøsas miljøhistorie som hittil er uutforsket. Mjøsas miljøhistorie er tidligere gjort til del av norsk etterkrigstidshistorie, i studier av hvordan forurensningssaker utformes og naturen politiseres. Ved å fortelle Mjøsas moderne forurensningshistorie følger oppgaven opp tidligere forskning på temaet og bygger ut bildet på Mjøsa som miljøhistorisk størrelse. Oppgaven studerer en prosess hvor bildet på Mjøsas helse blir til, og endrer seg over tid. Dette gjøres ved å utvide det miljøhistoriske begrepet vitenskaping. Den vitenskapte naturen er naturen slik den kartlegges og forskes frem av fagpersoner som forutsetning for at naturen kan gjøres til del av politikk, og i forlengelsen, av et felles natursyn. Vitenskapelige rapporter studeres som første ledd i denne prosessen. Videreformidlingen av påviselige endringer i Mjøsas helse, gjennom pressedekning, betraktes som det andre leddet i vitenskapingsprosessen, og endringer i pressens omtale av innsjøen er nærgående studert. Hvordan videreformidling påvirker en felles forståelse av Mjøsas helse er et sentralt tema for oppgaven. For å forklare hvordan Mjøsas helse forstås, tar oppgaven i bruk surveydata. De ulike aspektene kartlegges isolert sett, før de knyttes sammen i oppgavens endelige diskusjon. Ved å tilnærme seg en større prosess med blikk på tre ulike aspekter, favner oppgaven bredt, kartlegger endring over tid, og beskriver en hittil uutforsket tematikk.
