Samskaping i Norge

Abstract

Denne rapporten gir en samlet framstilling av forskningen på samskaping i den norske konteksten, med en særlig oppmerksomhet om hvem som er aktørene i samskaping, når i politikksyklusen det finner sted, og hva samskapingen dreier seg om i form av substansielt innhold eller verdiene man forsøker å realisere. Det identifiseres tre hovedformer for samskaping som reflekteres i forskningen: 1) samskaping som deskriptiv framstilling av tjenester som i sin natur samskapes av den offentlige tjenesteyteren og den som mottar tjenesten, 2) samskaping som anerkjennelse av bidrag fra utenfor den offentlige sektors organisasjon, og 3) samskaping som en form for transformasjon av offentlig sektor der ulike eksterne aktører inviteres inn i et utviklingsarbeid som ofte munner ut i ulike former for innovasjon. En gjennomgang av bruken av samskaping i nasjonale styringsdokumenter viser at det varierer hva som legges i begrepet. Samskaping blir brukt for å beskrive alt fra brukermedvirkning, frivillighet og ansvarliggjøring av brukere til nye administrasjonsformer. Oppsummert viser gjennomgangen at det både i forvaltningen og forskningen finnes store forhåpninger om hva samskaping kan bidra med for det norske samfunnet. Foreløpige funn ser imidlertid ikke ut til å kunne dokumentere de mest optimistiske forhåpningene. Samskaping ser likevel ut til å komme som en reaksjon på offentlig sektors, og særlig kommunenes, behov for å finne nye løsninger i en presset ressurssituasjon. En felles kjerne i studiene er at de betoner betydningen av å gi den offentlige organisasjonen fleksibilitet til å finne løsninger i møtet med eksterne aktører og handler således om deling av makt. Dette må balanseres mot grunnleggende verdier om at politikere styrer i det representative demokratiet og faren for utilbørlig ulikhet i innflytelse mellom innbyggere med ulike former for individuelle ressurser.
