Abstract

«Barnets beste» er et sentralt prinsipp i offentlige tjenesters arbeid med barn, som fastslått i FN-konvensjonen om barnets rettigheter. Dette prinsippet skal sikre at barn får de tiltakene som trengs for deres helse og sikkerhet. Til tross for dette er det fortsatt kritikk om manglende samhandling mellom tjenester, noe som fører til ulik tilgang på tjenester over hele landet. Kommunene er ansvarlige for å sikre tilstrekkelige tjenester gjennom tverrprofesjonelt samarbeid, der flere yrkesgrupper samarbeider om å nå felles mål. Vestnes kommune arbeider med en ny kommuneplan for forebygging og helhetlige tjenester, der forskning fra Høgskolen i Volda har bidratt til å kartlegge utfordringer i samhandlingen om barn og unge. I lys av dette er oppgaven en casestudiet som avgrenses til Vestnes Kommune som forskningsobjekt. Som en fortsettelse av forskningen utføres en dokumentstudiet knyttet til relevante rapporter av Vestnes som er utarbeidet av studenter ved Høgskolen i Volda. Hensikten er å definere hvilke utfordringer det er Vestnes kommune med samarbeid om sårbare barn og unge. I denne oppgaven benyttes institusjonelle logikker som teoretisk perspektiv for å beskrive virksomhetenes samspill, og teoretiske perspektiver innen tverprofesjonell samhandling Funnene viser at rolleforståelse er en utfordring i samarbeidet, preget av uklare forventninger og oppfatninger om virksomhetenes handlingsrom og oppgavefordeling. Dette fører til at ansvarsområdene blir utydelige, og oppgaver blir plassert feil. Manglende tilgjengelighet og ulike faglige tilnærminger hemmer informasjonsflyten mellom tjenestene, og taushetsplikten begrenser tilgang til nødvendig informasjon. Geografisk avstand skaper ytterligere utfordringer, særlig for barnevernstjenesten. Ressursmangel, både i form av kapasitet og kompetanse, gjør at tjenestene ofte står alene og håndterer en stor arbeidsmengde, noe som forverrer samarbeidsutfordringene. Oppgavens konklusjon bygges på en overordnet sammenheng mellom kvalitet, kapasitet og kompetanse. Dette er ressursområder som påvirker hverandre og vil være styrende for samarbeidets handlingsrom. Har man mindre kapasitet tilgjengelig reduseres kompetanse og kvalitet der etter. Har man mindre kvalitet, har man tilsvarende mindre kompetanse.

Abstract "The best interests of the child" is a central principle in public services for children, as stated in the UN Convention on the Rights of the Child. This principle aims to ensure that children receive the necessary measures for their health and safety. Despite this, there is ongoing criticism regarding the lack of coordination between services, leading to unequal access to services across the country. Municipalities are responsible for providing adequate services through interdisciplinary collaboration, where professionals from different fields work together toward shared goals. Vestnes municipality is developing a new plan for prevention and comprehensive services, with research from Volda University College contributing to mapping the challenges in service coordination for children and youth. This project is a case study focused on Vestnes municipality, using document studies based on relevant reports produced by students at Volda University College. The aim is to identify the challenges Vestnes faces in collaborating on vulnerable children and youth. This study uses institutional logics as a theoretical framework to describe the interaction between organizations, along with theories on interprofessional collaboration. The findings indicate that role understanding is a challenge in the collaboration, marked by unclear expectations and perceptions regarding organizational responsibilities and task distribution. This results in vague responsibilities and misallocation of tasks. Lack of availability and different professional approaches hinder information flow between services, while confidentiality laws restrict access to necessary information. Geographic distance adds further challenges, particularly for child welfare services. Resource shortages, both in terms of capacity and competence, often leave services to handle large workloads on their own, exacerbating collaboration difficulties. The study concludes that the challenges are rooted in the interplay between quality, capacity, and competence. These resource areas influence each other and determine the scope for collaboration. Reduced capacity limits both quality and competence, while lower quality is tied to reduced competence.
