Abstract

At the southern end of the pedestrian street in Fredrikstad, is Lykkebergparken. The walls in the urban space consist of Norges Bank, the Town Hall, Villa Lykkeberg and the Cathedral – symbols of the power factors in a society. The symbolic weight is latent, and the urban space has a great deal of untapped potential. Today's town hall consists mainly of offices, and contains neither the city council hall nor larger meeting rooms. It is experienced as closed and uninviting. The thesis investigates how the value of the urban space can be strengthened through the revitalization of Lykkebergparken and the design of the Open City Hall on an undeveloped plot of land in the urban space. Town halls are the symbol of the democracy, and should reflect that by opening up about political matters and facilitating dialogue, debate and invite the public to participate.

I sørenden av gågata i Fredrikstad sentrum, er Lykkebergparken. Veggene i byrommet består av Norges Bank, Rådhuset, Villa Lykkeberg og Domkirken – symboler på maktfaktorene i et samfunn. Symboltyngden ligger latent, og byrommet har et stort uutnyttet potensial. Dagens rådhus består i hovedsak av kontorer, og inneholder verken bystyresal eller større møteromslokaler. Det oppleves lukket og lite inviterende. Diplomoppgaven undersøker hvordan verdien til byrommet kan styrkes gjennom revitalisering av Lykkebergparken og utforming av Det Åpne Rådhuset på en ubebygd tomt i byrommet. Rådhus er selve symbolet på demokratiet, og burde gjenspeile det gjennom å åpne opp rundt politiske saker og legge til rette for dialog, debatt og invitere til deltakelse.
