Abstract

Purpose This analysis was created to collect and map existing data regarding the potential negative effects of digitalization in European customs authorities and their management of the continuously growing flow of goods. Method and analysis A systematic literature review, consisting of two searches, from two different databases. The findings are grouped thematically as well as analyzed to see connections between the positive and negative effects of digitalization in European customs authorities. Originality and value for European customs authorities European customs, as organizations, are currently undergoing major changes. Numerous customs processes are set to undergo digitalization, and this literature review identifies a lack of knowledge regarding the potential effects of increased digitalization in European customs. Findings and results The findings consist of seven articles presenting both positive and negative effects following digitalization. Among this study’s seven findings, the negative consequences prevail. Four out of seven results presented negative effects and consequences caused by digitalization. Further research is needed. Limitations and Implications The research process is characterized by limitations related to search terms and contextual differences in customs authorities in Europe. Literature in this field seems to put the spotlight on the perspectives of migrants and travelers, which may not align with all European customs agencies. This underscores the importance of precise, well-considered keywords and synonyms, to obtain results that reflect the realities within European customs authorities, and thus contribute to a broader understanding of the subject. Hensikt Denne studien ble til for å samle og kartlegge eksisterende data omhandlende de potensielle negative konsekvensene som følger av digitalisering i europeiske tollmyndigheter og deres håndtering av den stadig økende vareførselen. Metode og analyse En systematisk litteraturstudie med to gjennomførte søk, i to ulike databaser. Funnene er gruppert tematisk, samt analysert, med mål om å se sammenhenger mellom positive og negative konsekvenser av digitalisering i europeiske tollmyndigheter. Originalitet og verdi for europeiske tollmyndigheter Tollmyndighetene, som organisasjon, er for tiden under store forandringer. Mange toll-prosesser skal digitaliseres, og denne litteraturstudien identifiserer en mangel på kunnskap på hvilke effekter den økte digitaliseringen kan føre med seg. Funn og resultater Studiens funn består av syv artikler som inneholder både positive og negative vinklinger. Negative konsekvenser veier tyngst, med fire av syv resultater, og det konkluderes med at det kreves mer kunnskap om emnet. Begrensninger og implikasjoner Søkeprosessen er preget av begrensninger knyttet til søkeord og kontekstuelle forskjeller mellom tollmyndighetene i Europa. Litteraturen på feltet veier tungt med migrantens, eller den reisendes perspektiv, på den økte digitaliseringen av grensen, noe som ikke er like relevant for alle etaters arbeid. Dette peker på nødvendigheten i presise, vel gjennomtenkte søkeord og synonymer, for å få resultater som reflekterer situasjonen i europeiske tollmyndigheter, og dermed en bredere forståelse av emnet.
