Abstract

This thesis has explored challenges related to legislation, operation, maintenance and emergency response at an offshore hybrid HVDC plant for Statnett SF. The assignment also examines how the plant contributes to meeting the UN's sustainability goals. A literature study, interviews, e-mail communication and telephone conversations have been carried out with TSOs, actors and professionals within the field, in order to find relevant information matter. Special assumptions that were made are that the plant is built in the sea area Sørvest-F, is normally unmanned and is partially redundant. The study indicates a desire for European cooperation on legislation and common requirements for offshore transmission networks. Furthermore, the findings show that the margins in offshore renewable energy production are low, which emphasizes the need for effective maintenance routines to prevent downtime. An estimate has been made of how losses increased by NOK 34 million for every 0.5% decrease in design requirements. It is also further assessed whether redundant facilities are feasible in terms of space and cost calculations. The study concludes that the draft of the "Forskrift om sikkerhet og arbeidsmiljø ved fornybar energiproduksjon til havs" will come in to effect to offshore HVDC plants from 1 July 2024. Redundant systems will not be necessary for conversion plants, which will reduce the start-up cost. Reduction of manned maintenance intervals is necessary to reduce operating costs. This work provides an overview of the challenges of establishing a new offshore transmission network and its contribution to the UN's sustainability goals.

Denne oppgaven har utforsket utfordringer knyttet til lovverk, drift, vedlikehold og beredskap ved et offshore hybrid HVDC-anlegg for Statnett SF. Oppgaven undersøker også hvordan anlegget bidrar til å møte FNs bærekraftsmål. Det er gjennomført litteraturstudie, intervjuer, e-postkommunikasjon og telefonsamtaler med TSOer, aktører og fagfolk innenfor fagfeltet, for å finne relevant fagstoff. Vi har gjort noen antakelser som bl.a. er at anlegget bygges på havområde Sørvest-F, er normalt ubemannet og er delvis redundant. Studien indikerer et ønske om et europeisk samarbeid om lovgivning og felles krav for offshore transmisjonsnettverk. Videre viser funnene at marginene i offshore fornybar energiproduksjon er lav, noe som understreker behovet for effektive vedlikeholdsrutiner for å forebygge driftsstans. Det er gjort et anslag på hvordan tapene øker med 34 millioner kroner for hver 0.5% nedgang på designkrav. Det vurderes også videre om redundante anlegg er gjennomførbart med tanke på plass- og kostnadsberegninger. Studien konkluderer med at utkastet til "Forskrift om sikkerhet og arbeidsmiljø ved fornybar energiproduksjon til havs", vil bli gjeldende for offshore HVDC-anlegg fra 1. juli 2024. Redundante systemer blir ikke nødvendige for konverteringsanlegget, som vil være med på å redusere oppstartskostnaden. Reduksjon av bemannede vedlikeholdsintervaller er nødvendig for å få ned driftskostnaden. Dette arbeidet gir et overblikk over utfordringene ved etableringen av et nytt offshore transmisjonsnett og dets bidrag til FNs bærekraftsmål.
