Risikokommunikasjon om antibiotikaresistens - hvordan kommunisere risikoen forbundet med antibiotikaresistens i Norge?

Abstract

Bakgrunn og formål: Antibiotikaresistens er av Verdens helseorganisasjon erklært som en av de største truslene mot den globale folkehelsen. På bakgrunn av dette ønsket vi gjennom vår oppgave å undersøke hvordan norske helseaktører kommuniserer om risikoen forbundet med antibiotikaresistens ettersom temaet synes å være relativt uutforsket i en norsk sammenheng. Fokuset i oppgaven retter seg ytterligere mot helseaktørers risikoforståelse og hvordan dette påvirker risikokommunikasjonen. Problemstillingen vår med tilhørende forskningsspørsmål er som følger: “Hvordan kommunisere risikoen forbundet med antibiotikaresistens i Norge?” F1: Hvordan beskriver aktører innen helsevesenet risikoen forbundet med antibiotikaresistens? F2: Hvordan kommuniserer aktører innen helsevesenet risiko knyttet til antibiotikaresistens? Teori: Problemstilling diskuteres med utgangspunkt i vårt teoretiske rammeverk knyttet til ulike tilnærminger til risikobegrepet, karakteristikker ved risikoproblemer, risikostyring og risikokommunikasjon. Metode: For å besvare problemstillingen har vi lagt til grunn en kvalitativ tilnærming. Vi har gjennomført ni intervjuer av helseaktører med tilknytning til arbeidet antibiotika og antibiotikaresistens i Norge, samt en kvalitativ dokumentanalyse av spørreundersøkelsen “Kunnskap og holdninger relatert til antibiotikaresistens 2020- Norge". Resultater og konklusjon: Oppgaven konkluderer med at risikoen ved antibiotikaresistens er usikker, kompleks og tvetydig. Det er således et behov for å i større grad inkludere risikokommunikasjon om antibiotikaresistens i risikostyringsarbeidet. Videre anses det som betydningsfullt å utarbeide en helhetlig strategi for hvordan man skal kommunisere risikoen forbundet med antibiotikaresistens i tiden som kommer.

Background: Antibiotic resistance has been declared by the World Health Organization as one of the greatest threats to global public health. Based on this we wanted to explore how Norwegian health actors communicate about the risk associated with antibiotic resistance, as the topic seems to be relatively unexplored in a Norwegian context. The focus of the thesis is furthermore on health actors' understanding of risk and how this affects risk communication. Our research questions are as follows: "How to communicate the risk associated with antibiotic resistance in Norway?" Q1: How do actors in the health care system describe the risk associated with antibiotic resistance? Q2: How do actors in the health care system communicate risks associated with antibiotic resistance? Theory: The research questions are discussed on the basis of our theoretical framework related to different approaches to the concept of risk, characteristics of risk problems, risk management and risk communication. Method: To answer the problem, we have used a qualitative approach. We have conducted interviews with current health interviews for work with antibiotics and antibiotic resistance in Norway, as well as a qualitative document analysis of the survey «Knowledge and attitudes related to antibiotic resistance 2020 Norway». Results and conclusion: The risk associated with antibiotic resistance can be described as uncertain, complex and ambiguous. There is therefore a need to include risk communication to a greater extent about antibiotic resistance in the risk management work. Furthermore, it is considered an important formulation of a comprehensive strategy for how communicating risks associated with antibiotic resistance in the future.
