Abstract

This Master´s thesis examines which discourses to be identified for the understanding of sickness absence in Norway. This has been done through a discourse analysis of the Intensjonsavtalen om et mer inkluderende arbeidsliv, (IA-Agreement). The purpose of this Master´s thesis is to identify the various discourses of sickness absence in the IA-Agreement, and examine how they represent sickness absence as a problem, what are the assumptions behind them, and what discursive effects they can lead to. Method: The method jused ia a critical discourse analysis called "What's the problem represented to be?", developed by Carol Bacchi, is used as a conceptual starting point, with Michel Foucault's poststructural understanding of discourse theory as a framework. Results: The analysis identified 10 different discourses of sickness absence, where some supported each other, and others conflicted. The possible assumptions and discursive effects of the discourses are also discussed. Conclusion: Sickness absence as a phenomenon is complex, and there is probably no simple solution on how to reduce it. This Master´s thesis has drawn attention to how political power affects us through discourses and their representations of sickness absence. The analysis argues that we should ask critical questions, both in the public debate, policy and research, about whether sickness absence really is a problem. The problem of high sickness absence does not necessarily exist outside politics. Furthermore, the IA-agreement contains a significant conflict of goals, where one goal is to include more people with reduced working capacity and health, and the other goal is to reduce sickness absence. A prioritization of either inclusion or reduced sickness absence will presumably lead to a clearer and more effective IA-agreement.

Masteroppgaven undersøker hvilke diskurser som kan identifiseres for forståelsen av sykefraværet som et problem i Norge. Det er gjort gjennom en diskursanalyse av Intensjonsavtalen om et mer inkluderende arbeidsliv (IA-avtalen). Denne avtalen står som et politisk grunnfundament for meningsdannelser om sykefraværet i det norske arbeidslivet, og er derfor valgt for å analysere de mest sentrale sykefraværsdiskursene som dominerer det norske arbeidslivet. Metode: I denne masteroppgaven er en kritisk diskursanalyse kalt «What’s the problem represented to be?», utviklet av Carol Bacchi, benyttet som et konseptuelt utgangspunkt med Michel Foucaults poststrukturelle forståelse av diskursteori som rammeverk. Resultat: Analysen identifiserte ti ulike sykefraværsdiskurser i IA-avtalen, der noen støttet hverandre og andre stod som motsats. Masteroppgaven har videre belyst mulige antagelser og diskursive effekter. Konklusjon: Sykefraværet er et komplekst fenomen, og det finnes antagelig ingen enkel løsning på hvordan det eventuelt skal reduseres. Masteroppgaven gir oppmerksomhet til hvordan politisk makt fungerer gjennom diskurser og deres representasjoner av virkeligheten og det argumenteres for at vi bør stille kritiske spørsmål, både i den offentlig debatt, politikken og i forskningsmiljøet, til om sykefraværet faktisk er for høyt i Norge. Det er ikke nødvendigvis slik at et høyt sykefravær eksisterer som et problem utenfor politikken. Videre inneholder IA-avtalen en vesentlig målkonflikt, der ene målet er å inkludere flere syke og funksjonshemmede i arbeidslivet og det andre målet er å redusere sykefraværet. Her vil antagelig en prioritering av enten inkludering eller redusert sykefravær kunne føre til en tydeligere og mer effektiv intensjonsavtale.
