Abstract

Abstract This thesis focuses on work inclusion for people with intellectual disabilities. To investigate this topic, theories of user participation, recognition and customized employment have been used. People with intellectual disabilities often receive disability benefits at an early age, but even though they receive disability benefits, there are more who have a desire for employment. An important instrument for enabling more people to be employed is labor market measures that help counteract higher unemployment and prevent people from being excluded from the labor market for a long time (NOU 2016: 17, s.72). Based on this, the question thus becomes: How can a social worker work to ensure that people with intellectual disabilities are included in ordinary work? Three research questions have been used to answer this. The study is based on qualitative research in the form of in-depth interviews with four job consultants from two different employment and social inclusion companies. The findings are thematized in light of relevance by theory of user participation, recognition and Customized Employment. The discussion section shows how different aspects of work inclusion can be understood in the light of previous research, theory and collected data. The respondents I have spoken to talk about the importance of good time and dialogue with the participant for successful work inclusion. Furthermore, the informants convey their concern about the follow-up responsibility NAV has in the VTAO measure. It can be difficult for people with intellectual disabilities to transition from VTA to VTAO, if there is no follow-up after the transition The study's conclusion is that there are several different ways of working with work inclusion of people with intellectual disabilities, but that using time and having a good dialogue with the participant is important throughout the process.

Denne oppgaven setter søkelys på arbeidsinkludering for personer med utviklingshemming. For å undersøke dette temaet har det blitt benyttet teori om brukermedvirkning, anerkjennelse og Customized Employment. Personer med utviklingshemming får ofte uføretrygd i tidlig alder og selv om de mottar uføretrygd er det flere som har et ønske om sysselsetting. Et viktig virkemiddel for at flere skal kunne bli sysselsatt, er arbeidsmarkedstiltak som er med på å motvirke økt ledighet og at man unngår at personer blir stående langvarig utenfor arbeidslivet (NOU 2016: 17, s.72). Med bakgrunn i dette blir problemstillingen dermed: Hvordan kan man som sosialarbeider jobbe for at personer med utviklingshemming blir inkludert i ordinært arbeid? Det har blitt benyttet tre forskningsspørsmål for å besvare problemstillingen. Studien er basert på kvalitativ forskning i form av dybdeintervjuer av fire jobbkonsulenter fra to ulike arbeids- og inkluderingsbedrifter. Funnene blir tematisert i lys av relevant teori om brukermedvirkning, anerkjennelse og Customized Employment. Diskusjonsdelen viser hvordan ulike sider av arbeidsinkludering kan forstås i lys av teori, tidligere forskning på feltet og innsamlet data. Respondentene jeg har snakket med forteller om viktigheten av god tid og dialog med deltakeren for vellykket arbeidsinkludering. Videre formidler informantene en bekymring over oppfølgingsansvaret NAV har i VTAO-tiltaket. Det kan bli vanskelig for personer med utviklingshemming å gå over fra VTA til VTAO, dersom det ikke er noe oppfølging etter overgangen. Studiens konklusjon er at det finnes flere ulike måter å arbeide med arbeidsinkludering av personer med utviklingshemming, men at å bruke god tid og å ha en god dialog med deltakeren er viktig gjennom hele prosessen.
