Abstract

Dayton-avtalen satte en stopp for Bosniakrigen, men etter signeringen har stat- og nasjonsbyggingsprosessene i Bosnia & Hercegovina vært fastlåst. For å forstå årsakene bak denne paralyserte tilstanden, er det viktig å analysere fire faktorer: etnisitet, korrupsjon, Dayton-avtalen og rollen til internasjonale aktører. Mens man så spor av etniske skiller før oppløsningen av Jugoslavia, har disse blitt dypere etter Dayton-avtalen ble satt på plass som delte landet i to etniske entiteter: Republika Srpska for serbere & Federacija Bosne i Hercegovine for bosnere og kroatere. Disse etniske skillene påvirker den felles identiteten. Til tross for flere forsøk på å fikse opp i korrupsjonen i Bosnia & Hercegovina, fortsetter landet å ha dette som en av hovedutfordringene for stabilitet og utvikling. Flere akademikere sporer korrupsjonen tilbake til internasjonale aktører ved å argumentere for at aktørene betaler for en stabilitet ved å ignorere korrupsjonen. Artikkelen konkluderer med at disse faktorene er betydelige hindringer for stat- og nasjonsbyggingsprosessene, ved at de påvirker ulike politiske, sosiale og økonomiske områder. Videre foreslår artikkelen en endring i skolen, slik at barn fra tidlig alder kan lære å sameksistere.
