Permittering og sykefravær

Abstract

Målet med denne rapporten var å finne ut om det er noen samvariasjon mellom sykefravær og permittering. Bakgrunnen er at lønnstakere har et ikke ubetydelig inntektsbortfall ved en permittering, noe som gir et økonomisk incitament til å bli sykemeldt i stedet. På den annen side vil bedriftene som regel være mer tjent med å ha folk permittert enn sykemeldt. Datamaterialet er basert på en sammenkopling mellom tre ulike registre. Fra Aetats arbeidssøkerfiler for alle månedene i 2002 og 2003 har vi plukket ut de som har vært helt permittert med dagpenger. Videre har vi koplet på arbeidstakeropplysninger fra Trygdeetatens arbeidstakerregister samt data om legemeldt sykefravær fra Trygdeetatens sykmeldingsregister. Vi fokuserer først og fremst på status ved utløpet av november i 2002 og 2003. Tallene viser at bedrifter uten permitterte i næringer som ellers utmerker seg ved å ha et høyt permitteringsomfang, jevnt over ikke har noe unormalt høyt sykefravær. Som ventet ser det derfor ikke ut til at bedrifter bruker sykemelding av ansatte som et alternativ til permittering.
