Abstract

Et stort antall empiriske studier viser at produksjonskostnadene for nye teknologier, inklusive grønne energiteknologier, gjerne faller over tid. På bakgrunn av dette har man undersøkt om kostnadsfallet kan forklares med såkalte læringskurver eller erfaringskurver. I de fleste empiriske studiene av erfaringskurver har man sett på sammenhengen mellom akkumulert produksjon og enhetskostnader. Mange studier viser at enhetskostnadene kan falle dramatisk etter hvert som akkumulert produksjon øker. I mange studier kan det imidlertid være vanskelig å avgjøre om kostnadsreduksjonene skyldes en ren læringseffekt som følge av erfaring med produksjonen, eller om effekten er forårsaket av stordriftsfordeler, målrettet forskning og utvikling, eller generelle tekniske gjennombrudd. Der hvor det er gjort forsøk på å splitte bidraget fra de ulike kildene til effektivisering, kommer det frem at målrettet forskning og utvikling ofte er vel så viktig som læring. Man må likevel anta at mye av forskningen ville gitt langt dårligere uttelling hvis man ikke samtidig høstet erfaring med bruk av teknologien. Erfaringskurver kan derfor være et hensiktsmessig verktøy.
