Muligheter og utfordringer i digital samskaping

Abstract

Digital teknologi spiller en stadig økende rolle i vår kommunikasjon, interaksjon og organisering. Myndighetenes strategi om digitalt førstevalg legger opp til stor grad av digital kommunikasjon mellom kommuner og innbyggere, mens FN fremhever såkalt e-deltakelse (e-participation) som en hjørnestein i inkluderende kommuner. De siste årene har vi sett en stor økning i interessen for digitale plattformer i forbindelse med samskaping av offentlige tjenester. Hvilke mulighetsrom for samskaping mellom kommuner, frivillige organisasjoner og frivillige gir slike digitale plattformer, og hva er hovedutfordringene med dem? I denne undersøkelsen legger vi til grunn en case-studie av en slik plattform, Friskus, basert på data fra en spørreskjemaundersøkelse om Friskusplattformen gjennomført i 2020-2021. Respondentene bestod av ansatte i kommune og frivillige organisasjoner, frivillige medarbeidere og andre – hovedsakelig brukere av Fritidskortordningen. I tillegg har vi gjennomført samtaler med ansatte i Friskus om utfordringene de har møtt på i sitt arbeid.
