Hvordan løfte utjevning av sosial ulikhet i helse bant barn og unge systematisk inn i bydelenes folkehelsearbeid? – Erfaringer fra bydeler i Oslo kommune

Abstract

Rapporten tar for seg erfaringer fra det systematiske folkehelsearbeidet rettet mot barn og unge i tre bydeler i Oslo kommune, med særlig fokus på utjevning av sosial ulikhet i helse. Studien bygger videre på en tidligere kartleggingsundersøkelse av folkehelsetema i byomfattende plandokumenter i kommunen (Gotaas, 2020). Rapporten har form av eksempelstudier i tre bydeler som representerer variasjon langs sentrale kriterier som geografi, utfordringsbilde (levekår, påvirkningsfaktorer oppvekst). Datamaterialet består av kvalitative intervju med ledere og ansatte og representanter for ungdomsråd, relevante plan- og bakgrunnsdokumenter for bydelene, samt noe statistikk og tallmateriale. Undersøkelsen belyser felles tematikk og variasjon mellom bydelene med vekt på erfaringer knyttet til: Institusjonell kapasitet og organisering av det systematiske folkehelsearbeidet overfor barn og unge, strategisk profil i form av plantyper og planprosesser, samt betingelser for kunnskapsproduksjon og prosjekt- og tiltaksutvikling.
