Evaluering av ny kompetansemodell Temanotat 2: Desentralisert kompetanseutvikling for yrkesfag - utfordringer og muligheter

Abstract

Dette temanotatet handler om trekk ved norsk fag- og yrkesopplæring som både underbygger og skaper utfordringer for desentralisert ordning for kompetanseutvikling innen yrkesfag (dekomp y). Vi undersøker ulike aktørers vurderinger og bidrag til implementering av ordningen ut fra sentrale styringsdokumenter og empiri. Forskningsspørsmål: Hvordan er den desentraliserte ordningen for yrkesfag begrunnet av utviklingstrekk i norsk fag og yrkesopplæring, tidligere tiltak for å styrke etter- og videreutdanning av yrkesfaglærere og instruktører, med vekt på partssamarbeidets betydning for utforming av strukturer, formelle føringer og virkemiddel. Notatet understreker fire forhold som kan skape spenninger: 1. Partenes rolle i å gripe utfordringer i feltet og tilrettelegge for kompetanseutvikling. 2. Målforskyvning i ordningens innretning og virkemidler, også i partenes rolle. 3. Spenninger i det desentraliserte perspektivet mellom lokale kompetansebehov og sentralisering. 4. Behov for forskningsdata om kompetansenettverk, andre nettverk og Samarbeidsforumets rolle i dekomp y.
