Er et omsetningskrav for biodrivstoff et kostnadseffektivt klimatiltak? : en empirisk analyse av priseffekten ved biodieselinnblanding i autodiesel

Abstract

Det er innført en rekke politiske klimatiltak i veitrafikken for å nå målet om 45% utslippsreduksjon i ikke-kvotepliktig sektor. Omsetningskrav for biodrivstoff i veitrafikken er et satsingsområde innen klimapolitikken for å nå det fastsatte målet. Tidligere forskning har beregnet kostnadseffekten av et omsetningskrav basert på prisprognoser for biodrivstoff, og har dermed ikke kvantifisert endringen i konsument- og produsentoverskudd ved innblanding av biodrivstoff i fossil drivstoff. Vi benytter metoden Instrumented Difference-in-Differences for å estimere pumpepris-effekten ved innblanding av biodiesel i autodiesel for å evaluere kostnadseffektiviteten av et omsetningskrav i veitrafikken og i Forsvaret. Vi finner at 1 prosentpoeng økning i innblandet biodiesel i autodiesel øker pumpeprisen per liter, korrigert for avgifter og tilhørende merverdiavgift, med 2,13%, tilsvarende en økning i gjennomsnittlig pumpepris i 2019 på 0,20 kroner. Vi beregner en tiltakskostnad for et omsetningskrav på 15% i veitrafikken og i Forsvaret, på henholdsvis 4714 kroner og 5560 kroner per unngått tonn CO2-ekvivalenter. Våre funn indikerer at et omsetningskrav i veitrafikken er mer kostnadseffektivt enn et omsetningskrav i Forsvaret og mer kostnadseffektivt enn elbilpolitikken fram til 2023. Sammenlignet med elbilpolitikken på sikt, salgsrabatt for hybridbiler og kvoteprisen, er omsetningskrav i veitrafikken et mindre kostnadseffektivt klimatiltak.
