This presented bachelor thesis is a literature study based on existing qualitative and quantitative prison research. Its aim is to investigate whether the current personal officer scheme (POS) works as intended in Norwegian high security prisons. This will also address the issue of what possibly inhibits or promotes good practice of the personal officers’ work. The POS as a platform, is well known and the personal officer role is an increasingly central part of being a prison officer. Simultaneously this thesis reveals that there are large variations regarding how the personal officer work is carried out and experienced, from both the employees and the inmates’ perspectives. Since its inception, the POS has not been the subject of a thorough evaluation, even though the personal officer is often referred to as an important contributor in the inmates’ reform process. Thus, we have little data about the extent to which the POS affects the rehabilitation process. The presented information will shed light on the potential of the POS and the vague, often ambiguous framework, regulating systematic rehabilitation work.
Denne bacheloroppgaven er en litteraturstudie som tar utgangspunkt i eksisterende kvalitativ og kvantitativ fengselsforskning for å undersøke hvorvidt dagens kontaktbetjentordning i norske fengsler fungerer etter hensikten, og hva som eventuelt hemmer og fremmer en god utøvelse av kontaktbetjentarbeidet. Kontaktbetjentordningen som plattform er velkjent og kontaktbetjentrollen er en etter hvert integrert del av det å være fengselsbetjent. Samtidig viser oppgaven at det er store variasjoner i hvordan kontaktbetjentarbeidet utføres og oppleves, både fra ansattes og innsattes perspektiv. Kontaktbetjentordningen har ikke vært gjenstand for en grundig evaluering etter implementeringen, og til tross for at kontaktbetjenten ofte omtales som en viktig bidragsyter i innsattes endringsprosess, vet vi lite om i hvilken grad kontaktbetjentordningen har en effekt i dette endringsarbeidet. Formålet med oppgaven er å sette søkelys på kontaktbetjentordningens potensiale og de til dels uklare og varierende rammebetingelsene for systematisk påvirkningsarbeid.
