Kvalitetsforbedring i kommunal virksomhet

Abstract

Denne rapporten presenterer foreløpige resultater fra et større utviklings-og evalueringsprosjekt om kvalitetsforbedring i kommunal virksomhet. Prosjektet tar utgangspunkt i ledelsestradisjonen Total Kvalitetsledelse (TKL). I rapporten settes hovedfokus på spørsmål knyttet til oppstart og igangsetting av prosesser for kvalitetsforbedring. Erfaringsmaterialet i rapporten er hentet fra kommunene Rennesøy, Karmøy, As og Sarpsborg, som er i ferd med å gjennomføre utviklingsarbeid basert på filosofien i TKL. Disse kommunene har valgt litt ulik profil på arbeidet. Rapporten har både et praktisk/instrumentelt og et evaluerende/ problematiserende siktemål. Det første målet dreier seg om å gi kommunene råd om hvordan prosesser for kvalitetsforbedring kan organiseres, hvilke teknikker som kan brukes, hvordan man kan legge tilrette for medvirkning osv. Det andre målet dreier seg om å presentere og problematisere erfaringer fra kommuner som driver denne typen utviklingsarbeid. Hvilke utfordringer står kommuner som ønsker å satse på dette overfor i sitt utviklingsarbeid?
