Abstract

Abstract The continuous dynamics of society have influenced the way we manage and organize activity. This includes economic activity, and the dynamics therefore also influence the management accountant – the controller. Literature describes a development from a traditional controller’s role as a bean counter towards more modern and business-oriented functions. The traditional role is still required though, so the new role often becomes a hybrid with a mix of both traditional and modern tasks. In parallel, Norwegian state-owned health enterprises have the past decades been affected by extensive changes and reforms. A key feature has been the New Public Management message that the public sector needs improvement by using management principles from the private sector. The health enterprise reform introduced in 2002 is significant in this regard. The purpose of this thesis is to improve insight into the controllers’ role in health enterprises. With this background, we will explore the research question: «What role do controllers have in health enterprises, and which factors influence the role?» To answer this, we conducted a qualitative case study within a large health enterprise in Norway. The case study consists of in-depth interviews with five controllers and five of their leaders, as well as document studies. We find that controllers at the health enterprise have a hybrid role, yet dominated by traditional tasks such as managing data, reporting and budgeting. The respondents agree that the controllers should be given the possibility to focus more on the modernized functions as advisor and influencer. In addition, we find that the roles vary between the controllers. The reason for this is amongst others that they are different individuals who shape their role differently, and that they work under different surroundings and context. The individual shapes its role and therefore also its surroundings, but just as clear we find that the surroundings shape the controller’s role. The contextual factors we find influencing the role are the complexity and financial status of the controller’s clinic over time, tighter management control and decentralized organizing of the controllers influenced by the health enterprise reform, and IT-tools and use of teamwork. These factors draw in different directions, where some restrict the development towards a modernized controller’s role. On the other hand, we find that the controller’s individual capabilities and skills also matter. Significant competencies for further development of the role are knowledge of the clinic’s processes, analytical, educational and communicative skills, and a proactive and assertive attitude towards managing and influencing.

Samfunnets stadige dynamikk har innflytelse på styringsmekanismene vi benytter for å organisere aktiviteten rundt oss. Det gjelder også økonomisk aktivitet og dynamikken berører dermed også økonomistyreren – controlleren. Litteraturen beskriver en utvikling fra en tradisjonell controllerrolle som tallknuser og kontrollør til en rolle med mer moderne og forretningsorienterte funksjoner. Den tradisjonelle rollen behøves imidlertid fortsatt, slik at den nye rollen ofte blir en hybrid med blanding av tradisjonelle og moderne oppgaver. Parallelt er norske helseforetak de seneste tiårene påvirket av omfattende endringer og reformer. Et hovedtrekk har vært budskapet fra New Public Management om at offentlig sektor må effektiviseres ved hjelp av styringsprinsipper fra privat sektor. Helseforetaksreformen innført i 2002 er sentral her. Formålet med denne studien er å få bedre innsikt i controllerrollen i helseforetak. Med dette som bakgrunn skal vi undersøke problemstillingen: «Hvilken rolle har controllere i helseforetak, og hvilke faktorer har betydning for rollen?». For å belyse den har vi valgt å gjennomføre en kvalitativ casestudie ved et stort helseforetak i Norge. I casestudien har vi gjennomført dybdeintervju av fem controllere og fem av deres ledere, samt dokumentstudier. Vi finner at controllerne ved helseforetaket har en hybrid rolle, men at den domineres av tradisjonelle oppgaver som datahåndtering, rapportering og budsjettering. Samtidig er informantene enige om at controllerne gjerne skulle fått konsentrere seg enda mer om de framtidsrettede funksjonene som rådgiver og påvirker. Vi finner også at rollene varierer mellom controllerne. Det skyldes bl.a. at de er ulike individer som former rollen sin ulikt og at de arbeider under ulike omgivelser og kontekst. Vi ser at individet former rollen sin og dermed også omgivelsene, men like tydelig ser vi at omgivelsene former controllerens rolle. De kontekstuelle faktorene vi finner med betydning for rollen er klinikkenes kompleksitet og økonomiske resultat over tid, tettere økonomisk styring og desentralisert organisering av controllerne influert av helseforetaksreformen, samt IT-verktøy og bruk av gruppeprosesser. Faktorene trekker i ulike retninger der noen begrenser utviklingen mot en modernisert controllerrolle. På den andre siden finner vi at controllernes personlige egenskaper og ferdigheter også har betydning. Viktige kompetanser for videreutvikling av rollen er kunnskap om prosesser i klinikken, analytiske, pedagogiske og kommunikative ferdigheter, og en proaktiv og fremoverlent holdning til styring og påvirkning.
