Abstract

Abstract (engelsk sammendrag) This master thesis explores leadership activities, leadership structures and how to organize leadership with a particular focus on how the development of management takes place in the prison service. The survey is based on qualitative interviews with 15 prison-leaders and three leaders from the The Correctional Service Regional Office, Directorate of Norwegian Correctional Service and Ministry of Justice and Public Security. At last I have also interviewed one person from the University College of Norwegian Correctional Service / Krus. In addition, I have done literature study of the public documents and my own experience as a leader in the agency has also been essential. The purpose of the interviews and the literature studies was to find expectations about leadership in public service and ministerial management documents and how the leaders in the correctional service relate to them. Furthermore, how they are used in the development of the units and local management development. The qualitative survey shows a difference between what the leaders know about the governmental management documents and what is expected them to know. It also turns out that there has been a great focus on the management documents from the Correctional Services, and less focus on the Governmental Documents and Manuals The study also shows that there are several sides of the leaders' everyday lives that affect leadership development. The dissertation shows how prison leaders' core tasks, such as strategic goals and planning work, decision-making procedures, requirements and expectations and how they prioritizes their time, affect the development of management in the institution, both for the management teams and for the individual leader. One cannot understand the leadership and organizational development in the correctional service without having a historical and political view. It is a clear development from the post-war era, which affects management and organizational understanding today. There are two ideological paths that form the correctional service, the penalty paths and the rehabilitation- and care paths. It is a third path that affects how the management will solve the tasks: That is how the economic and material conditions affect these paths. The survey shows that the managers have good formal educations and practical competence, but in spite of that, there are some development needs that should be investigated further more.

Denne masteravhandlingen tar for seg ledelsesvirksomhet, ledelsesstrukturer og lederorganisering med særlig fokus på ledelsesutvikling i kriminalomsorg i anstalt. Undersøkelsen tar utgangspunkt i kvalitative intervjuer med 15 ledere i fengsler og tre ledere fra regionsledelse, kriminalomsorgsdirektorat og Justisdepartement, i tillegg en fra kriminalomsorgens høyskole/Krus. I tillegg kommer litteraturstudie og egne erfaringer som leder i etaten. Hensikten med intervjuene og litteraturstudiene var å finne forventet kunnskap om statlige og departementale styringsdokumenter og hvilket forhold lederne har til dem. Videre hvordan de benyttes i utvikling av enhetene og lokal lederutvikling. Den kvalitative undersøkelsen viser en forskjell mellom det lederne kjenner til av de statlige styringsdokumentene og hva som er forventet at de skal kunne. Det viser seg også at det har vært fokus på styringsdokumenter fra kriminalomsorgen, og mindre fokus på de statlige styringsdokumentene og håndbøkene som retter seg spesielt mot ledelse i staten. Studien viser også at det er flere sider av ledernes fengselshverdag som påvirker lederutviklingen. Avhandlingen tar for seg fengselsledernes kjerneoppgaver, mål og planarbeid, beslutningsprosedyrer, krav og forventninger, tid og prioriteringer for å belyse hvordan disse påvirker utvikling av ledelse i anstalten, i ledergruppene og for den enkelte leder. Man kan ikke forstå leder- og organisasjonsutviklingen i kriminalomsorgen uten å ha et historisk og politisk blikk. Det er en klar utvikling fra etterkrigstiden til i dag som også påvirker ledelsen og organisasjonsforståelsen. Det er to ideologiske spor som former kriminalomsorgen, det straffeideologiske sporet og rehabiliterings- og omsorgssporet. Det er et tredje spor som påvirker hvordan ledelsen skal løse oppgavene i lys av begge disse sporene: formålsrasjonalitet og de økonomiske og materielle betingelsene som påvirker praksisfeltet. Undersøkelsen viser at lederne har gode formelle kvalifikasjoner og/eller realkompetanse, men på tross av det, er det noen utviklingsbehov som bør undersøkes nærmere.
