Teknologiutvikling og klimatiltak kan påvirke bankenes kredittrisiko

Abstract

Klimarisiko kan ha betydning for finansiell stabilitet. For Norge kan en stor oljesektor innebære en særegen risiko knyttet til svakere framtidig oljeetterspørsel. Usikkerhet om framtidig klimaregulering og teknologiutvikling gjør det krevende å anslå denne risikoen. Empiriske analyser av utviklingen av banebrytende teknologier (Nagy, m.fl., 2013), anvendt for solpanel og elbilbatterier indikerer fortsatte teknologiforbedringer. Kostnadsanalyser, reguleringer og bilprodusentenes planer tyder på at veksten i oljeetterspørselen kan avta innen 2025. European Systemic Risk Board (ESRB, 2016) beskriver at en gradvis overgang til lavere klimarelaterte utslipp kan bidra til lavere finansiell systemrisiko. Risikoen ved for liten tidlig tilpasning kan være en brå tilpasning senere. Brå utslag av klimaendringer, som naturkatastrofer, kan lede til uventede og kraftige skjerpelser av klimatiltak og -reguleringer. Tilgjengelig klimavennlig teknologi muliggjør tiltakene. Det kan gjøre oljerelaterte næringer risikoutsatt. Gjennomførte og mulige tilpasninger i form av kostnadseffektiviseringer, omstillinger og mindre gjeldsopptak påvirker risikoen. Tidkrevende tilpasninger bidrar til at det kan være hensiktsmessig å gjøre tilpasninger før endringene er synlige i oljemarkedet. Bankene kan kartlegge og rapportere om klimarisiko i egne porteføljer. Scenarioanalyser og stresstester kan bedre risikoforståelse og påvirke utlånspraksis. Eventuelle økte kapitalkrav for klimarisiko i EU kan bidra til raskere tilpasninger i bankene.
