Bankenes tilpasning til reguleringer : en modellbasert analyse

Abstract

I denne artikkelen benytter vi en modell for å belyse insentivene banker har til å velge nivåene på kapitaldekning og utlånsvekst når de står overfor et regulatorisk kapitalkrav og regler om tvungen konvertering av gjeld («bail-in»). Vi ser også på regelen om at banker må ha tilstrekkelig med likvide eiendeler til på kort sikt å dekke behovet for refinansiering i en stress-situasjon (LCR-kravet). Modellen beskriver en eierstyrt bank med eiere som tar beslutninger som maksimerer markedsverdien av egenkapitalen. I modellen er fremtidige kredittap usikre og tilgang til gjeldsfinansiering for å dekke refinansieringsbehovet er usikker. Eiere og gjeldsinvestorer besitter samme informasjon og vurderer usikkerheten likt. Modellen viser at et høyt kapitalkrav og tvungen gjeldskonvertering sikrer hver for seg, og sammen, at eierne ønsker å videreføre banken etter store kredittap. Reduksjon i utlånsporteføljen er et virkemiddel for å øke kapitaldekningen i banken. Ved innføring av tvungen gjeldskonvertering vil behovet for nedbelåning for å styrke kapitaldekningen reduseres. I modellen er oppfyllingen av LCR-kravet bestemt ut fra eiernes ønske om å redusere kostnadene ved å dekke refinansieringsbehovet når det oppstår finansieringsvansker.
