Fordeling av felleskostnader i helseforetakene

Abstract

Et utvalg helseforetak var med i kartlegging av hvordan felleskostnader ble fordelt i årene 2002-2004. Resultatene av analysen viser at det i perioden ikke var noen regionale prinsipper for fordeling. Felleskostnadene øker ikke like mye som de totale driftskostnadene, det kan være en indikasjon på at flere felleskostnader direkteføres eller driften av fellestjenestene rasjonaliseres. Andel felleskostnader fordelt fra somatisk sektor til andre sektorer følger totalt sett utvikling i kostnadene. Fordelingsnøklene har i perioden utviklet seg i takt med organiserings- og aktivitetsendringer i spesialisthelsetjenesten. Kostnadsvekst i de forskjellige sektorene av spesialisthelsetjenesten i 2004 ser ikke ut til å være påvirket av endringer i fordeling av felleskostnadene annet enn det som kan komme som følge av endret organisering eller endrede prinsipper for fordeling.
