Arkitektur for kystsoneutvikling

Abstract

Integrert kystsoneforvaltning er et omfattende område internasjonalt. Det er utviklet en mengde metoder, modeller og framgangsmåter innen ulike sektorer, og det finnes enorme mengder med informasjon. Det er derfor en stor utfordring å dra nytte av dette mangfoldet av kunnskap og være i stand til å filtrere ut det som bringer en framover. Den foreslåtte arkitekturen er ment som et utgangspunkt for en felles plattform, som representerer en helhetlig, ovenfra-ned beskrivelse av elementer, aktiviteter og relasjoner mellom aktører i kystsonen. For det første skal den gi alle en forståelse av helheten, og til å finne sin plass i denne helheten. For det andre skal den være en kunnskapsbase, der en kan plukke ut den informasjon, eller henvisning til informasjon, som er relevant for den aktiviteten en ønsker å sette i gang. Arkitekturkonseptet er delt i to hovedelementer: Rammeverket og virkelighetsmodellen. Rammeverket gir rammene for hva som er lovlig og mulig å gjøre. Virkelighetsmodellen beskriver det dynamiske samspillet og relasjoner mellom aktører, aktiviteter og ressurser.
