Abstract

Forskningsrådets FORNY-program er et sentralt næringspolitisk virkemiddel for kommersialisering av offentlig finansiert forskning. Oppgaven presenterer en metaanalyse av tre evalueringsrapporter av FORNY for perioden 1995-2012. To rapporter omhandler perioden 1995-2003 og en for perioden 1995-2012. FORNY ble startet i 1995 og pågår fortsatt under navnet FORNY2020. Studien tar utgangspunkt i teorier om verdiskaping, markedssvikt og statsstyringssvikt som begrunnelse for offentlige inngrep. Problemstillingen for oppgaven har vært å finne ut om FORNY-programmet har bidratt til økt verdiskaping i Norge. Metaanalysen viser at FORNY har levert i forholdt til målsettingene om økt verdiskaping, men at kun et fåtall bedrifter i FORNY-porteføljen har bidratt til dette resultatet. Et hovedinntrykk fra analysen er at kommersialisering av forskningsresultater tar lang tid. Det skulle gå nesten 13 år før verdiskapingen i programmet ble positiv. Analysen etterlater seg også spørsmål omkring størrelsen på verdiskapingen dersom samtlige kostnader og virkemidler som er medgått for å utvikle FORNY-porteføljen tas med regnestykket.
