Abstract

De siste årtiene har det skjedd en omfattende endring i forståelse av livsvilkårene for personer med kognitiv funksjonsnedsettelse. Medborgerskap og likeverd er i dag føringer for politikk og praksis. Artikkelen peker på at disse svært viktige endringene må underbygges teoretisk for å bli virksomme. Jeg foreslår Martha Nussbaums teori om grunnleggende menneskelige muligheter, capabilities approach, som et godt teoretisk grunnlag for å videreutvikle likeverd og medborgerskap som universelt inkluderende. Artikkelen begynner med en begrepsavklaring og kort historisk bakgrunn for temaet. Deretter presenteres Nussbaums teoretiske bidrag, der jeg legger vekt på hva teorien kan bety for å støtte opp om medborgerskap og likeverd. Så utdyper jeg hvilke konsekvenser medborgerskap og likeverd kan ha for profesjonell praksis i helse- og sosialfeltet. I siste del diskuterer jeg noen dilemmaer som kan oppstå i profesjonell praksis, og som utfordrer muligheter for medborgerskap.
