Styring av profesjonsutdanning - det umuliges kunst?: En kvalitativ studie av betingelser for styring av politiutdanningen

Abstract

The focus of our study has been to investigate whether or not the conditions are present to allow the Police University College to be used as a management tool for police education. The purpose of this study is to develop greater understanding about challenges faced by the management of the Police University College with regard to how the college is run. Our research question is as follows: What significance do the steering documents of the Police University College have on a specific group of police instructors - and how do they understand the term profession? We interviewed seven police instructors using semi-structured- and focused group interviews in order to find out what they knew about the college´s steering documents, how they relate to the documents and how they understand the term profession. In order to define our area of study, we limited our analysis to the most relevant empirical results, basing it on three perspectives found in organisational theory. The findings show us that the respondents mainly act and think according to the cultural perspective, but we also find some evidence pointing towards the instrumental perspective. It appears as if the answers reflect a certain loyalty to the management, but that in practice the instructors create their own ideas about the content of the education. If it is a fact that police instructors do not relate to the steering documents as a normative for the education, but instead use their own experience as a normative when they decide what is relevant and important for their subject, this could cause the education to diverge in all directions. In our opinion, the mission of the police within society places special demands on both management as well as police instructors at the college. Is it reasonable to expect firmer management of police instructors based on the tasks of the police and the level of expertise required by each police officer? If a culture and practice exist whereby police instructors focus more on their own subject than on the totality of police education, there will be limitations on the extent to which the Police University College may be used as a management tool.

I vår forskning har vi sett på om betingelsene er tilstede for at Politihøgskolen skal kunne brukes som et styringsverktøy i politiutdanningen. Hensikten med studien er å utvikle en bedre forståelse for hvilke utfordringer ledelsen ved Politihøgskolen står overfor i styringen av høgskolen. I vår problemstilling stiller vi spørsmålet: Hvilken betydning har Politihøgskolen sine styringsdokumenter for en utvalgt gruppe politiutdannere – og hvordan forstår denne gruppen begrepet profesjon? Gjennom semistrukturerte intervjuer og fokusgruppeintervjuer med syv politiutdannere ved Politihøgskolen i Oslo ser vi nærmere på hvilken kjennskap disse har til høgskolen sine styringsdokumenter, hvordan de forholder seg til dokumentene og hvilken forståelse de har av profesjonsbegrepet. For å avgrense empirien til de mest relevante funnene har vi analysert den i lys av tre organisasjonsteoretiske perspektiver. Våre funn viser at respondentene i hovedsak handler og tenker i tråd med det kulturelle perspektivet, men vi finner også innslag som er i tråd med det instrumentelle perspektivet. Det kan se ut som om svarene reflekterer et ønske om være lojale overfor ledelsen, men at det i praksis etableres en egen oppfatning om hva som skal være innholdet i utdanningen. Dersom det er slik at politiutdannerne ikke forholder seg til styringsdokumentene som retningsgivende for utdanningen, men at hver politiutdanner fyller sitt fag med det innhold de anser som viktig og relevant vil det kunne føre til at utdanningen spriker i alle retninger. Vi mener at politiets samfunnsoppdrag gjør at det stilles særskilte krav til både ledelsen og politiutdannerne ved høgskolen. Vi stiller oss spørsmålet om det må forventes en tydeligere styring av politiutdannerne sett i lys av oppgavene politiet har og hvilke kompetansekrav det stiller til politibetjenten. Dersom det etableres en kultur og en praksis hvor politiutdannerne har større fokus på eget fag enn på helheten i utdanningen vil det begrense muligheten til å bruke Politihøgskolen som et styringsverktøy
