Abstract

Englsk sammendrag (abstract) The purpose of this study is to examine how the organizational principle Lean influences leadership and learning in a public organization. I have tried to answer the following questions: 1. What exactly is Lean? The study suggests that Lean has become a rationalized myth in the organizations institutional environment. Lean is not seen as something revolutionary, but has achieved symbolic status as the "right solution" for efficiency challenges and that can improve the organization through: (i) Use of visual Lean tools for systematic problem solving (ii) Participatory leadership (iii)Increased cooperation and coordination between the different organizational units (iv) Standardization and improvement of value streams The tools and principles mentioned above are not unique or revolutionary, and indicate that Lean has emerged as an umbrella term that covers a broad range of elements that can be found in most definitions of good leadership and management. 2. How does the application of Lean influence leadership and learning? The empirical findings reinforce the idea that application of Lean principles can develop more reflective and systematic leadership behavior where leaders invest time in participatory leadership so that they can support and coach employees. The study suggests that Lean heightens the leadership paradox for leaders in the public sector, because they must allow for more participatory leadership, but must operate within traditional management and reporting regimes. The empirical findings also suggest that implementation of Lean can strengthen learning culture in the organization through: (i) More opportunities for cooperation across departments and disciplines (ii) Increased flexibility within the organization (iii) Systematization of concrete learning arenas through the application of diagnostic Lean tools like whiteboard meetings, problem solving worksheets and value stream mapping.

Formålet med oppgaven er å undersøke hvordan organisasjonsoppskriften Lean påvirker ledelseatferd og læringskultur i en offentlig organisasjon. Jeg har benyttet en organisasjonsteoretisk tilnærming for å undersøke følgende problemstillinger. 1. Hva er egentlig Lean? Studien viser at Lean har blitt til en rasjonalisert myte i organisasjonens institusjonelle omgivelser. Lean er ikke sett som noe revolusjonerende, men har fått en forbildestatus som den «rette løsning» på effektivitetsutfordringer. Informantene oppfatter Lean som en filosofi og en verktøykasse som kan forbedre organisasjonen gjennom: (i) Systematisk problemløsning (ii) Medarbeiderinvolvering (iii) Økt samarbeid og samhandling på tvers av organisasjonen (iv) Standardisering og forbedring av arbeidsprosesser. Ovennevnte kjennetegn er ikke unike eller revolusjonerende, og viser at Lean har utviklet seg til et paraplybegrep som samler flere elementer som mer generelt inngår i definisjoner av god ledelse og styring av virksomheter. 2. Hvordan påvirker anvendelse av Lean ledelseatferd og læringskultur? De empiriske funnene forsterker ideen om at Lean endrer lederadferd på den måten at ledere i mye større grad er reflekterte, systematiske planleggere som bruker en del tid på å involvere, støtte og coache sine medarbeidere. Studien peker mot at Lean forsterker ledelsesparadokser for offentlige ledere, fordi ledere må åpne for mer selvstendighet og delegering, men samtidig må operere innenfor tradisjonelle styrings-og rapporteringsregimer. De empiriske funnene viser også at implementering av Lean kan styrke læringskulturen i organisasjonen gjennom: (i) Mer åpenhet for samarbeid på tvers av fagavdelinger (ii) Økt fleksibilitet internt i organisasjonen (iii) Systematisering av konkrete læringsarenaer gjennom Lean verktøy som tavlemøter, problemløsningsmøter og kartlegging av arbeidsprosesser
