Kostnadseffektiv klimapolitikk med doble gevinster

Abstract

Publikajsonen drøfter valg og dosering av klimapolitiske tiltak i et land som er bundet av en utslippsforpliktelse i Kyotoprotokollen, men samtidig tar hensyn til en offentlig budsjettbetingelse. Antakelsen om at en klimagassavgift skal være lik kvoteprisen internasjonalt nyanseres. Det vises at et riktig utformet avgiftssystem og et system med omsettelige kvoter, som er integrert et internasjonalt kvotemarked, i prinsippet gir den samme kostnadseffektive løsningen. Dette forutsetter imidlertid at klimagassavgiften følger variasjonene i den internasjonale kvoteprisen. Det fastslås dessuten at klimapolitikken kan generere doble gevinster, men utdeling av gratiskvoter gir mindre slike gevinster. Bare når tildelinger av gratiskvoter er knyttet til at produksjon opprettholdes, vil de kunne begrense antall bedriftsnedleggelser. Et slikt system vil ikke være kostnadseffektivt.
