Abstract

Byggebransjen i regionen er preget av stor aktivitet, både med utbygging av boliger, industribygg, offentlige bygg og infrastruktur. De økonomiske konsekvensene som fulgte av kuldeperiodene tilsier at noe bør gjøres for å forberede bransjen mot nye kuldeperioder. Problemene er at bransjen er treg, og at det er uenighet om hvorvidt de to forrige vintrene er to tilfeldige avvik fra normen eller om dette er begynnelsen av en trend. Under Oslo Science Conference i 2010 ble en rapport fremlagt som tyder på at Arktis varmes raskere enn resten av jorda. Rapporten fastslår videre at dette trolig vil føre til flere kalde vintre i Europa og Nord-Amerika. For Rogaland kan dette bety at kalde vintere kan bli et vanligere fenomen i årene som kommer. Hvis dette er reelt vil, om ikke forholdene i byggebransjen endres, trolig tilstandene man opplevde under vintrene 2009/2010 og 2010/2011, med forsinkelser av prosjekter og permitteringer av ansatte, gjenta seg i årene som kommer. Da forsinkelser og permitteringer ikke er ønskelig for verken byggherrene eller entreprenørene vil oppgaven ta sikte på å undersøke effektene et endret klima kan få for byggebransjen, for så å drøfte hvorvidt det kan være fornuftig å endre praksis ut i fra dette.
