Kan behovet for helse- og omsorgstjenester dekkes?

Abstract

Flere eldre og bedre standard på helse- og omsorgstjenester vil kreve at en større andel av ungdomskullene enn i dag velger denne typen utdanning. Handlingsregelen og dagens skattesatser kunne finansiert en betydelig økning i ressursbruken innen offentlig helse og omsorg fra 2006 fram til rundt 2020, dersom man ikke også bygget ut andre skattefinansierte velferdsordninger. Men forbedringer innen helse og omsorg er vanskelige å reversere, og utgiftseffekten forsterkes kraftig når veksten i antall eldre over 80 år skyter fart etter 2020. Selv om befolkningen samlet vil ønske å bruke mer av samfunnets ressurser til helse og omsorg, kan stadig mer anstrengte statsfinanser etter 2020 gjøre det vanskelig å oppnå dette uten betydelig vekst i det private tilbudet.
