Hva koster klimatiltak for Norge?

Abstract

Gjennom å oppsummere mye av forskningen om samfunnsøkonomiske kostnader ved klimatiltak i Norge, belyser denne artikkelen dilemmaer for norske myndigheter i utformingen av klimapolitikken fremover og får frem hvilke kostnader det er viktig å ta hensyn til. Det koster lite å redusere klimautslippene dersom de gjennomføres ved å ha samme pris på utslipp for alle utslippskilder. Det er mulig å oppnå sterke doble gevinster ved grønne skattereformer, dvs. både lavere utslipp og økt økonomisk velferd, hvis inntektene fra en uniform CO2-avgift benyttes til å redusere andre vridende skatter som arbeidsgiveravgiften. Deltakelse i internasjonale kvotemarkeder fordrer kjøp av utslippskvoter utenlands, noe som reduserer myndighetenes budsjetter. Det samme gjør utdeling av gratiskvoter og støtte til teknologiutvikling. Kostnadene ved utslippsreduksjoner blir lavere dersom mulighetene for investeringer i nye klimateknologier integreres.
