Økt sykefravær kan forklares med økt sysselsetting

Abstract

Sykefraværet svinger med konjunkturene, men har også økt over tid. SSBs sykefraværsmodell treffer det faktiske sykefraværet godt, og knytter begge fenomener til utviklingen i sysselsettingen. Flere teorier tilsier en kausal sammenheng mellom konjunkturer og sykefravær, for eksempel på grunn av disiplinering eller stress. Det kan også være at de med et høyt sykefravær kun får jobbtilbud i gode tider. Sykefraværsmodellen gir ikke svar på hvilke teorier som er de viktige, men annen forskning viser at det ikke er spesielle grupper som opplever økt sykefravær i gode tider. Konjunkturene svinger imidlertid både opp og ned. Derfor er det kanskje mer interessant å finne årsakene til det varig økte sykefraværet. Sykefraværsmodellen knytter dette til økt yrkesdeltakelse. Denne økningen har kommet blant grupper av befolkningen med et klart høyere sykefravær enn øvrige grupper. Dermed kan det økte sykefraværet over tid forklares med et mer inkluderende arbeidsliv. Andre forklaringer som for eksempel holdningsendringer hos nye generasjoner, økt brutalisering i arbeidslivet eller økt sykelighet støttes ikke.
