Abstract

Teknologiutvikling vil være viktig for de framtidige kostnadene ved å redusere CO2-utslipp. Det gjelder spesielt for CO2-fangst, som kan spille en sentral rolle internasjonalt om et par tiår. Både klima- og teknologipolitikken vil påvirke utviklingen av slik teknologi i Norge så vel som i utlandet, og det er viktig å finne den rette kombinasjonen av ulike tiltak. I denne artikkelen viser vi at en ekstra streng klimapolitikk kan være fornuftig når teknologier for CO2-fangst selges i et marked med få tilbydere. Den strenge politikken bidrar til å redusere prisen på slik teknologi via reduserte marginer for bedriftene. Klimapolitikken påvirker derimot ikke eksportmulighetene for norske teknologibedrifter. En viss FoU-støtte kan også være fornuftig, selv om vi ser bort fra spillovereffekter ved teknologiutvikling.
