Abstract

I henhold til økonomisk teori kan klimaproblemet løses ved hjelp av enten beskatning av utslipp av klimagasser eller ved hjelp av et kvoteregime med omsetning av utslippstillatelser. Den negative eksternaliteten blir internalisert i markedet og en kostnadseffektiv løsning på problemet finnes. Dette er økonomenes mantra som blir kritisert av svært mange av andre faggrupper, politikere og interesseorganisasjoner. Kritikerne mener at 1) kvotemarkeder ikke fungerer, og 2) at andre virkemidler dermed må til for å redde verden fra klimaproblemet. I denne artikkelen diskuteres disse to påstandene, og det argumenteres for at de alternative forslagene som kommer opp i debatten egentlig er begrensede varianter av økonomenes forslag. I og med at de er begrensede har de også dårligere effekt enn økonomforslaget, og de bidrar dermed til at det blir vanskeligere og dyrere å nå det ideelle klimamålet. I kombinasjon med et begrensende kvotemarked vil disse ekstra tiltakene heller ikke virke på det problemet som adresseres.
