Abstract

Finanskrisen påviste alvorlige mangler i dagens bankregulering. Som en direkte årsak har Baselkomiteen for banktilsyn utgitt et forslag til nytt kapital- og likviditetsregelverk (Basel III), som skal forbedre banksektorens evne til å absorbere sjokk, og dermed redusere smitteeffekten til makroøkonomien. Utredningen presenterer de tidligere, nåværende og fremtidige Basel-kravene ut fra teorier om balansestyring og diskuterer mulige implikasjoner av Basel III for banker, kunder og makroøkonomien. Diskusjonen konkluderer med at Basel III, hvis implementert slik det er foreslått, vil øke den finansielle stabiliteten og styrke bankenes balanse, men samtidig forårsake fundamentale endringer i forretningsmodellen og produktprisingen. Bankene må reise store mengder kapital og i større grad finansiere aktiva langsiktig. Resultatet vil være lavere lønnsomhet gjennom økte kostnader, som delvis vil overføres til kundene gjennom økte lånekostnader og reduksjon i kreditt-tilgangen. De makroøkonomiske implikasjonene er ikke enkle å antyde, men reduksjonen i utlånskapasiteten vil kunne føre til noe lavere vekst og sysselsetting.
