Abstract

Utredningen tar for seg problemstillingen: ”Hvordan forholder budsjettet seg til dynamisk styring i teori og praksis?” Utredningen er en casestudie av SpareBank 1 Gruppen AS. I 2009 innførte konsernet et nytt styringssystem, ”Dynamisk Styring”, som bygger på prinsipper fra Beyond Budgeting. Ut i fra teoretiske refleksjoner fant vi at budsjettet ikke møter de kriteriene som ligger til grunn for et dynamisk styringsverktøy. En modifisering av budsjettet kan imidlertid gjøre organisasjoner mer dynamiske. Den empiriske analysen viser at kritikken mot budsjettet er berettiget. Budsjettet innehar bare noen av de egenskapene som skal til for å skape en dynamisk økonomistyring, og er i liten grad et dynamisk styringsverktøy. Funnene indikerer likevel at forholdet mellom budsjettet og dynamisk styring kan være bedre i praksis enn det teorien gir uttrykk for.
