Ressursrenten i norske fiskerier

Abstract

Dersom næringsvirksomhet basert på en fornybar, knapp ressurs, i dette tilfellet fisk, drives effektivt, kan den gi grunnlag for ressursrente (grunnrente). Det vil si avkastning av arbeid og kapital utover avkastningen en vil ha i næringer som ikke er basert på slike ressurser. I denne rapporten har vi forsøkt å kartlegge ressursrenten i de norske helårsdrevne fiskeriene slik den er i dag og under ulike alternative scenarier. En har også vurdert konsekvensene for sysselsetting, verdiskaping og fordeling av ressursrenten under de forskjellige scenariene. Ved hjelp av modellberegninger har en beregnet den optimale flåtestørrelsen, flåtestrukturen og fangstfordelingen. Anslaget på ressursrenten varierer fra 8,5 mrd. kroner og ned til 4,0 mrd. kroner i de ulike kjøringene avhengig av hvilke forutsetninger vi gjør om avkastningskrav på kapitalen, bindinger på overføring av kvoter med videre. Til sammenlikning varierer ressursrenten i dagens situasjon (med faktisk fangst, fangstfordeling og antall fartøy) fra 750 mill. kr. til minus 790 mill. kr. avhengig av hvilket avkastningskrav vi bruker. Dette indikerer at det er rom for en kraftig økning i lønnsomheten ved å omfordele fangst og ved å redusere antall fartøy i visse fartøygrupper. Prisen en må betale for dette er redusert sysselsetting og en annen geografisk fordeling av flåten.
