Historisk oversikt over utviklingen av sosialt arbeid fra de første pionerer til dagens situasjon, med vekt på sosialt arbeid i en sosialkontorkontekst. Notatet gir også et innblikk i sammenhengen mellom sosialpolitikk og utøvelsen av sosialt arbeid.
