Abstract

English: This report presents the results from an analysis of the content and formulation of selected plans from one Norwegian Municipality and its schools. The plans selected dates from before and after the implementation of ‘Reform 97’. The aim of the analysis is to map commitments, areas of development, activities and planned activities that according to our evaluation are important to promote inclusive practice. The study is part of the evaluation project «Has the implementation of ‹Reform 97› led to inclusive practices in schools, socially as well as academically and culturally?» in the Norwegian Research Council’s programme ‹Evaluating Reform 97›, more specifically in the field of ‹The comprehensive school, equality and cultural diversity›. The results demonstrate that subjects related to inclusion are not given more emphasis in plans after ‹Reform 79›. This is true for plan documents of all levels in the municipality. The results also demonstrate that the schools’ plans of operation in a less degree contain measurable objectives. Most of them also lack description of means, efforts, responsibility and plan for evaluation.

Denne rapporten presenterer resultatene fra en analyse av innhold og utforming av utvalgte plandokumenter fra en kommune og kommunens skoler. Utvalget omfatter dokumenter tiden før og etter gjennomføringen av Reform 97. Målet med analysen var å kartlegge satsningsområder, utviklingsområder, aktiviteter og planlagte aktiviteter som etter våre vurderinger er viktige for å fremme inkluderende praksis. Rapporten er en delrapport fra evalueringsprosjektet «En vurdering av om innføringen av Reform 97 har ført til at skoler har utviklet inkluderende praksis, sosialt, faglig og kulturelt». Norges forskningsråds program for evaluering av Reform innen tema 3 «Einskapsskulen, likeverd og kulturelt mangfald». Funn i denne rapporten viser at tema relatert til inkludering ikke er blitt mer synlig i skolenes plandokumenter etter 1997. Dette gjelder plandokumenter på alle nivå. Undersøkelsen viser også at skolenes virksomhetsplaner i liten grad har mål som kan vurderes. De fleste mangler også beskrivelse av tiltak, virkemidler, fastsettelse av ansvar og plan for vurdering
