English: This report presents the results from research on how staff was prepared for the Reform 97 and the outcome of the different initiatives effected by the municipality to bring about the reform. The study is part of the evaluation project Has the implementation of "Reform 97" led to inclusive practices in schools, socially as well as academically and culturally? in the Norwegian Research Council s programme "Evaluating Reform 97", more specifically in the field of "The comprehencive school, equity and cultural diversity". The report also describes a locally based school evaluation project in seven different schools and compares the outcome of this work with the outcome of courses offered by the municipality. Data for this report were drawn from interviews with staff individually and in groups, survey, field work and action research. The results indicate that a mere half of staff considers the courses they attended before implementation of the reform to be of much significance for their work with students. Cooperative learning and net-working seem to have been more effective strategies for learning about the reform.

Norsk: Denne rapporten presenterer en undersøkelse av hvordan en kommune forberedte de tilsatte i skolene på å gjennomføre Reform 97 gjennom et bredt anlagt videre- og etterutdanningstilbud. Rapporten sier også hvordan utbyttet av dette tilbudet ble vurdert av de tilsatte. De tilsattes synspunkter er kommet fram gjennom survey og intervjuer med grupper og enkeltpersoner. Rapporten beskriver også et skolevurderings- og utviklingsprosjekt som ble gjennomført i syv av kommunens skoler og sammenligner resultatet av dette arbeidet med det tilbudet kommunen ga i reformens implementeringsfase. Til slutt i rapporten blir de to tilnærmingene - skolering og skoleutvikling - diskutert i lys av forskjellige kunnskapssyn. Her blir også Luhmanns systemteori trukket inn som en mulig forklaring på hvorfor det kan oppleves som vanskelig å gjøre reelle endringer i skoler.
