Abstract

English: In the present working paper various aspects of local politics are elucidated – as the development of participation in elections, introduction of direct election of mayors, the role of town and rural lists, and the nomination process of elections to local councils. Finally, the future of political parties in local politics is addressed in the paper. This is done by pointing to many negative trends as decline in party membership, difficulties with filling up the party lists and limited involvement in the local associations.

Norsk: I dette notatet belyses ulike sider ved den lokale politikken – utviklingen i valg-deltakelse, innføringen av direkte ordførervalg, by-og bygdelistenes rolle, og nominasjonsprosessen til kommunestyrevalgene. Til slutt stilles det spørsmål om de politiske partienes framtid i lokalpolitikken, sett på bakgrunn av flere negative utviklingstrekk, som for eksempel tilbakegang i medlemsmassen, prob-lemer med å fylle listene til kommunevalgene, og liten aktivitet i lokallagene.
