Abstract

W pracy zanalizowano dochody i wydatki budżetu miasta Nowego Sącza w latach 2010-2013. Celem była odpowiedź na pytanie w jaki sposób i w jakim stopniu miasto realizuje i jak finansuje cele zapisane w strategii rozwoju Nowego Sącza 2020 uchwalonej przez Radę Miasta 17 grudnia 2008 roku. W pracy wykorzystano dokumenty Urzędu Miasta : Uchwały budżetowe, sprawozdania z wykonania budżetu, Strategię rozwoju miasta a także szeroko rozumianą literaturę przedmiotu dotyczącą pozycji gminy w ustroju naszego Państwa, konstrukcji jej budżetu czy źródeł jej finansowania. Na podstawie przeprowadzonej analizy finansowej budżetu gminy Nowy Sącz wykazano, że w latach 2010 i 2013 wydatki przekraczały dochody i występował deficyt budżetowy. Wynikało to z przyjętej strategii intensywnego inwestowania przez gminę. W związku z tym gmina zredukowała wydatki na mniej istotne potrzeby, dzięki czemu w 2011 i 2012 roku zanotowano nadwyżkę budżetową. Praca składa się z trzech rozdziałów merytorycznych, wstępu, zakończenia, spisu tabel, rysunków oraz bibliografii. The study analyzed the revenue and expenditure budget of the city of Nowy Sacz in 2010-2013. The aim was to answer the question of how and to what extent the city implements and finances as the objectives set in the development strategy of Nowy Sacz in 2020 by the City Council passed 17 December 2008. In this work documents the City Council Resolutions budget, reports on the implementation of the budget, the city's development strategy as well as the wider literature concerning the position of municipalities in the system of our State, its budget structure and sources of funding. On the basis of the financial analysis of the municipal budget Nowy Sacz showed that between 2010 and 2013, expenses exceeded revenues and the budget deficit appeared. This resulted from the strategy of intensive investments by the municipality. Therefore, the municipality has reduced spending on less important needs, so that in 2011 and 2012 recorded a budget surplus .. The work consists of three chapters substantive introduction, completion, table of tables, figures and graphs, and a bibliography.
