Efectos redistributivos de los instrumentos de política fiscal en México: análisis de la estructura tributaria

Abstract

A partir de un análisis crítico, el objetivo de este trabajo es determinar la incidencia de las medidas de política fiscal neoclásicas en la redistribución del ingreso en México para el periodo de 1980-2012, especialmente se analizará la política tributaria. Esto bajo el argumento de que las evaluaciones sobre redistribución del ingreso que realiza la autoridad hacendaria en México no reflejan los efectos que podría tener la política tributaria, no sólo sobre la demanda y la oferta de bienes y factores, o la preferencia de los consumidores4, sino también sobre la efectividad en un contexto progresivo, equitativo e incluyente. De hecho, se estima que en la medida que toda la estructura tributaria se oriente bajo principios de progresividad será más factible incidir positivamente en la redistribución del ingreso. Por otro, lado se pretende plantear que dicho complemento a la visión ortodoxa de política fiscal puede encontrarse en argumentos heterodoxos que permiten tener una visión más completa sobre el escenario de la incidencia de sus instrumentos.
