El canje internacional de publicaciones

Abstract

El canje internacional de publicaciones atañe preferentemente a las de carácter científico, académico, oficial, parlamentario, es decir, a las menos asequibles a una comercialización, sin que se puedan excluir, preferentemente, las propias del comercio editorial. Así, por ejemplo, la producción impresa de los países socialistas cae en su totalidad en el campo de las actividades del canje internacional, sin que les sea inaplicable el principio de compraventa de manera absoluta. El primer protocolo internacional que legaliza el canje de libros y publicaciones es el promulgado en Bruselas en 1886, firmado sólo por ocho países: España, Bélgica, Italia, Portugal, Servia, Suiza, Brasil y Estados Unidos. Pero, en este convenio está el embrión de lo que en el futuro habrán de ser las actividades de Canje Internacional de Publicaciones. En el texto del convenio tienen prioridad las publicaciones de carácter oficial, administrativo, y parlamentario. Hoy día la actividad editora de las entidades oficiales de todo carácter es muy grande, superándose en mucho la publicación de los iniciales trabajos administrativos propios. Y el interés de las mismas es grande, inclusive en el campo de la ciencia tecnológica. Nuestro Servicio de Canje tiene concertados intercambios con: Estados Unidos, República Federal Alemana, Bélgica, Italia y Francia. Nuestro Servicio figura en los directorios editados por la Unesco y otras entidades internacionales, son muchas las consultas solicitadas al respecto.
