Abstract

La política educativa consiste en la definición de los objetivos, niveles de calidad y resultados esperados, todo ello a partir de una base informativa fiable. Tanto para definir los objetivos y planteamientos estratégicos de la política educativa, como para considerar las limitaciones de una determinada realidad socioeconómica debe disponerse de una serie de capacidades que permitirán un debate racional, entre otras capacidades parecen fundamentales las siguientes: capacidad para identificar las necesidades educativas; capacidad para conocer la dotación y funcionamiento de los servicios (dotaciones de recursos, demandas, usuarios, etc.); evaluación de los servicios (calidad de la oferta) y de los resultados. Toda la información que podría producirse debería permitir un conocimiento estructural y diacrónico de la realidad social y educativa (situación actual, proceso histórico, evolución previsible). El artículo pretende aportar una serie de reflexiones, criterios e instrumentos para dar respuesta a algunas dificultades de planificación, identificación de necesidades y constitución de sistemas informativos que faciliten el debate que debe realizarse en la Comunidad Autónoma de las islas Baleares una vez recibidas las competencias educativas.
